resolves RuntimeWarning raised due to taking log(0) when computing the PDF of the binomial distribution as reported in BUG: binom.pmf - RuntimeWarning: divide by zero scipy#15101
upstream boost-math issue: binomial distribution silently underflows when divide-by-zero occurs in ibeta_power_terms boostorg/math#799
