On Skiff 2019.08-rc1 cgroupv2 is enabled causing a startup error for Docker about the cgroups not being mounted.

This is fixed by changing to the "hybrid" cgroup layout until Docker supports the new.

Any version with systemd >= 243 will have the issue. Skiff-stable has systemd 241 and is not affected. Therefore the only release affected was 2019.08-rc1. The fix is on master now.
