Main release for TensorFlow 2.0 and python 3.8/3.7

Versions compatible with the CVPR18 and IJCV19 papers. Binaries for TensorFlow >=1.14.0 and <=2.12.0 using corresponding compatible Python 3.8 and 3.7.

Note that packages for TF version >= 2.5.0 and <=2.11.0 also contain test modules while others do not.

Changes:

• minor changes to the build process for compatibility with TensorFlow 2.0

Known bugs:

• minor memory leak in some large architectures after large number of iterations (>500.000).
