add new flag, NewHeadsPollInterval #14378

Description

Part 1 for supporting http based new block polling over http client. Adding a new flag called NewHeadsPollInterval, which is an *commonconfig.Duration. And the flag also indicates the NewHeadsPoll is enabled.
