Add support for the new test coverage features as outlined in microsoft/vscode#123713.

@connor4312 do you have any thoughts on this PR?

In theory, the coverage data is always available, even if tests are not run, it can be persisted on disk. It can also be incrementally loaded/updated as tests are run. Any thoughts no whether we should try to take advantage of that?

Also, I assume this will be released in vscode 1.86?
