Motivation

Currently, the API has been developed alongside the active mainnet-beta version, which was 1.14.x. We'll need to update our test suites and possibly some of our types in @solana/rpc-core to align with 1.16.x.

Details

If we run our test suite for @solana/rpc-core against the latest test validator release (1.16.14 at the time of writing this), everything explodes.
