Surface shred version more in tools #8163

The shred version is becoming increasingly important, as multiple clusters can easily share the same gossip network.

  • solana-genesis now emits the shred version in it's summary output
  • solana-ledger-tool create-snapshot now emits the shred version in it's summary output
  • The new solana-ledger-tool shred-version command can be used to output the shred version of the given ledger.
