This is useful for situations where something else generates the sequence.
For example Pax-Exam ITs unpack the container before any JUnit rules are invoked. This change lets us maintain the test count externally and go back to having simple numbered subdirectories for each unpacked container, which the test index can then pick up for its counting/linking.
