Description

Steps to reproduce the issue:
Unplug the neighbor and replug another neighbor with a different MAC address.

Describe the results you received:
syncd crashes

Describe the results you expected:
neighbor entry shall be updated with the new MAC address

information
bug in SAI implementation
this will be fixed soon
