Why I did it
#11159 updated the Broadcom SAI build variables. But missed the dependency rules.
How I did it
Update all BRCM_SAI dependencies. (Updated all hits of "git grep BRCM_SAI')
How to verify it
Local build where the issue was found. And this PR build.
