Why I did it

Advance to new SAI version for bugs fixes as well as new features/enhacements:

New:

• ARM64 support
• FG ECMP performance optimization
• Support setting empty list for port ingress/egress buffer profile list
• Add service port for SN5600
• Add CR8/SR8/LR8/KR8 interface type
• Disable mlxtrace during debug dump

Fixes:

• Fix SAI_ACL_ENTRY_ATTR_FIELD_TC
• Fix Packets loop back if no member in portchannel
• Fix optimize descriptors apply time (and fast boot time)
• Add flush fdb entries for vxlan tunnel bridge port
• Don't disable used tunnel underlay interfaces

• Advanced SAI submodule

1. make configure PLATFORM=mellanox
2. make target/sonic-mellanox.bin
