[Build][202106] Fix libyang build broken issue

Why I did it

The libyang cannot be built with the latest version of cmake.

How I did it

Reinstall the cmake after the dbus-python installed.
Libyang cannot be built using cmake=3.18.4, but good cmake=3.13.4-1
Change to only do the patch on armhf build, not need it for the other architecture.
