Decrease syslog output by suppressing duplicate messages and logging "message repeated n times" instead.
This change affects syslog messages from base image processes as well as from Docker containers.
Also remove unnecessary rsyslog.conf file from P4 Docker container so that it no longer overrides the file from docker-base. All Docker containers should inherit the same rsyslog configuration.
