Wait 5 second before start/restart snmpd #3427

- What I did
Add a pause before start of snmpd.

- How I did it
Add sleep before the start

- How to verify it
Put changes in to your DUT. After that restart DUT and check that snmpd started.
Then kill snmpd and check that snmpd restarted with delay.

- Description for the changelog

- A picture of a cute animal (not mandatory but encouraged)

After this change, supervisorctl stop snmpd cannot kill snmpd process. And if snmpd is manually killed, it will not be autorestart by supervisord
