[201911][submodule] Update sonic-utilities submodule #6966

Why I did it

To bring 201911 up to date w/ the latest CLI changes to support ICMP and VLAN acls.

How I did it

Move the submodule pointer.

How to verify it

Unit tests in sonic-utilities, in addition to running sonic-mgmt ACL and Everflow traffic tests against 201911 with the changes.
