What is the motivation for this PR?
The case was skipped by the PR #7805 due to the known issue on T1.
Based on the Mellanox, need to add this case back after the issue been fixed.
Since the issue had been fixed by PR sonic-net/sonic-utilities#2688
Add back this case for T1.

Run the case on T1, not blocking the pipeline.
