Auto-install coding standards (#3)

PHPCS-wise, this is the same as PHPCS 3.10.1 release but introduces an auto-installer for coding standards as sort of a replacement for the dealerdirect/phpcodesniffer-composer-installer plugin which doesn't work with the phar releases at the moment, as explained in the README.
