The horizon API allows the user to manually set the extent https://github.com/square/cubism/wiki/Horizon#extent which works well when you want to essentially ignore values beyond an established lower bound. This change updates to API to use the min bound which was previously hardcoded to 0. The max value is correctly using the upper setting.
