update dependencies, fixes for postgres 17

• Update dependencies for ruff, black, flake, and mypy
• Fix issues caught by updated linters
• Update docker to use PG 17
• Fix issues caused by changes in search_path and transaction_read_only in PG17 (fixes stac-fastapi-pgstac doesn't work with beta version of postgres 17 (postgis/postgis:17beta3-master) #309 )
• Make sure that any calls to properties.datetime, properties.id, properties.geometry, properties.id, or properties.collection get mapped to the instantiated columns rather than the json fields.
