This reverts commit 188096b.
That change (#165) was meant to prevent us from merging in cases where the GitHub repo has auto-merge enabled. But it turns out that
mutatePullRequestEnableAutoMerge
fails for some cases even when auto-merge is enabled. Namely, it looks like you cannot enable auto-merge through this endpoint unless you have branch protection rules defined (https://github.com/orgs/community/discussions/53088#discussioncomment-5992953) for some reason.
