On stage restart Jenkins skips all tests

Description

If you do a stage restart of Jenkins tests on Stan Math, the tests just skip and pass which they should not. Restart of entire tests work normally.

Example

Upstream tests in these tests failed for some network issue
https://jenkins.mc-stan.org/blue/organizations/jenkins/Math%20Pipeline/detail/PR-1772/2/pipeline

I clicked Restart Upstream tests and got
https://jenkins.mc-stan.org/blue/organizations/jenkins/Math%20Pipeline/detail/PR-1772/3/pipeline

Then did a complete restart of tests and that then worked fine
https://jenkins.mc-stan.org/blue/organizations/jenkins/Math%20Pipeline/detail/PR-1772/4/pipeline

Expected Output

Stage restart should behave as it did before.
