What
Pin stellar-xdr in the soroban-ledger-snapshot crate and bump version to v20.0.0-rc2.2.
Why
A follow up to the following change because that change failed to release.
That change was attempting to pin stellar-xdr for all crates in this repo. But one of the crates in this repo,
soroban-ledgers-snapshot, has only a transitive dependency on stellar-xdr, and so the pinning introduced in #1181 did not apply.
