With this PR I am attempting to set up a github action that will build a conda package and upload it to an anaconda channel here https://anaconda.org/StochasticHydroTools/ .
Given that publishing in conda-forge is not working (our PR is just being ignored conda-forge/staged-recipes#26243 ), I created an anaconda channel instead.
