This PR makes
PluginCommentProxywork by default intest_fixture(). This PR adds a scoped-local toswc_common, and uses it fromswc_ecma_transforms_testing.It can't be tested in the main repository, though. We cannot enable
plugin_modeofswc_commonin the main SWC repository.Related issue:
