Fix anchored elements not flipping when there is padding #3157

Our uses of the flip and size middleware from Floating UI were not taking the padding into account when they should be. This resulted in a weird behavior where scrolling or shrinking the viewport could change the height of the anchored element when there was definitely enough space for it to flip.

Now, it will prefer flipping and only shrink when there's not enough space to flip.
