Removing CAPA and FLOSS

Describe the change
In an effort to reduce image build time and size, we will be removing FLOSS and CAPA functionality from Strelka.
This was decided due to low usage and high cost.

Scanners, tests, dependencies, and the Dockerfile was adjusted to accommodate this change.

If this change needs to be reverted, please open an issue and we'll have a discussion.

Describe testing procedures
Strelka built successfully. All tests pass.
