[cherry-pick] delete all the cronjobs if default config removed #473

This deletes all the cronjobs created by the default config in the tektoncofig or cronjobs creted by unique schedule value in the form of annotation in the namespaces. The behaviour now is if there is no prune config in the tektonconfig then all the prune cronjobs must be deleted. Signed-off-by: Pradeep Kumar <pradkuma@redhat.com>
