Adding a Code of Conduct directly from tt-metal repo

This pull request is a pro-forma suggestion to add the Code of Conduct (CoC) from the tt-metal repo to the tt-buda repository, with several goals:

• Bringing the tt-buda repo up to the same standard as tt-metal for Open Source projects, as people expect to see a CoC in a project (amongst others, e.g. GOVERNANCE.md.)
• Sine it appears these repos are largely commits from Tentorrent staffers, the logical conclusion seemed to be reusing the same CoC file lets tt-buda follow the same processes.
• This action of adding a remote repo and merging in the filtered file was fairly straightforward (~15 min), hope it helps!

No worries if y'all have different plans here, it just struck me as a small oversight when development focus shifted to tt-metal, and if so, cleaning it up now is a great time. Appreciate the work y'all are doing, thanks for considering this PR!
