feat: Allow creation/passing secondary EIPs for NAT gateways. #1101

Description

aws_nat_gateway has support for secondary_allocation_ids added here. This brings the same support through to the vpc module, allowing for consumers to either specify the number of secondary EIP's to create per NAT, or pass in existing EIP ids to assign to per NAT.

Motivation and Context

Fixes #1005

Breaking Changes

None.

Whoops, on running this a second time after apply I am too receiving the:
