feat: Create base environment module for step 4-projects (#669)

* create env_base module in step 4

* add kms and gcs location to example tfvars

* remove location_kms and location_gcs variables from step 4 envs

* remove env_code variable from step 4 base_env

* fix lint issue

* fix local reference to variable

* rename step 4 base module
