Reorganize more modules and re-exports (smithy-lang#2400)

* Conditionally re-export the Smithy Client Builder in clients
* Reorganize error type re-export
* Reorganize the `paginator` module
* Flatten the `presigning` module
* Hide the `http_body_checksum` module
