Fixes the comment sorting algorithm for Rust 1.81.

Fixes the comment sorting algorithm for Rust 1.81.
The previous algorithm was buggy, and panics under changes to the way inconsistencies in the
PartialOrdandOrdtraits are handled in Rust 1.81.See: rust-lang/rust#129561
