ci: update required ci steps #4846

Some CI steps were not mentioned in the list of required CI steps. This causes the auto-merge feature to merge the PR even if those tests fail.

This PR also reorders the list to be in the same order as the steps themselves.

IIRC, auto-merge treats skipped jobs as if they succeeded. (e.g., #4798 that CI failed but auto-merge triggered)
We may also need an "all systems go" job for cases where CI fails.
