rt: improve robustness of wake_in_drop_after_panic #6238

This test currently depends on the order in which the runtime drops tasks. If the second task is dropped first, then the send in the destructor fails, which would trigger a double-panic due to this happening while handling the "boom" panic.

After #6001, the drop order now depends on the task id, so it could reverse if other tests run in parallel with this one. Carl suggested that we should have both tasks notify each other to remove the dependency on that.
