Done the rebase. As for test, here are the status:

1. test_core.py test_full (a few cases disabled on MI300 due to docker issue), test_atomic_cas (failed/disabled on MI300), test_dot3d work in progress.
2. test_reproducer.py, test_random.py, test_annotation.py failed.
3. test_conversion.py work in progress.
