Add known issue about modifying the Local Administrators privilege.
Remove a known issue line as a small commit will prevent the error state from occurring.
Quick updates to links in these locations Remove deprecated CLI Reference Guide box from scale index.
Unify migration prep as one article. Rework service deprecation cautions to be more generic. Add additional warnings about backing up data managed by deprecated services. Pare down wordiness in spots. Add release notes subsection on migrations with general and enterprise-specific warnings with the recommended migration method.

This is a first draft writeup of 1) general notes for the 24.04 major version and specific notes for the milestones up to and including 24.04-BETA.1.
