PD-1044: Publish 24.04 Version Branch to master + PD-1045: 24.10 Development Notes

Checklist items to update master for making 24.04 branch visible on the website and begin reworking master for 24.10 (Electric Eel) documentation.

• Adjust the docs-nav elements to allow selecting 24.04 version docs.
• Replace master branch API docs with 24.10 nightly copies.
• Update home page section cards to reflect the three primary SCALE doc branches: 23.10, 24.04, and master (eventual 24.10).
• Remove 24.04 alias from master release notes and add 24.10 alias.
• Add 24.10 MIB file to SNMP service tutorial.

PD-1045: Rework the master branch release notes article to be a 24.10 development roadmap and early notes on specific changes going in to Nightly releases.
