disable all the boosts for spike

It's configure script is weird and you have to set three options to 'no' to disable
boost otherwise it will fail to configure in the presence of conda's boost.

We don't want or need the boost optional features of spike, so really disable it.

The disable I did in #1140 is enough when Boost is not installed. However, when it is installed, you really do need to have all three options set to no. Boost is now pulled in transitively when xilinx-xrt is installed into the conda environment.

I imagine that others may have run into this when using a system that had Boost installed via something other than the Firesim machine-launch-script.sh.
