Release Notes
This moves the Docker image from riscv-boom/riscv-boom to Chipyard and also moves the remote repository into the ucbbar Docker-Hub account. This should wait until #448 is complete before being merged (to get the correct Verilator version).

This also bumps BOOM to master (includes bugfixes and docker image removal).

Adding "DO NOT MERGE" to wait for Ariane integration.

You can leave this to future work, but I think we should start with a plainer docker image, and use setup-ubuntu.sh to pull in requirements

Yup. That's the plan. This is a small step to the correct solution.
