This revert the GNU toolchain in both riscv-tools and esp-tools back to it's state from the master branch (2019), since the merge into esp-gnu-toolchain has left esp-gnu-toolchain is in an unclean state in which only binutils was bumped but not the rest of the tools. A full clean bump would have also included GCC-10, which would in turn also requires more fixes including bumping buildroot and possible other regressions.
