In ucla-ioes-blocks.js unregister block slugs to disable in editor.
If block slug is core/columns then add unregisterBlockType
wp.blocks.unregisterBlockType( 'core/columns' );
wp.blocks.unregisterBlockType( 'core/latest-comments' );
