The `0.26.15` client-go support Kubernetes 1.26.x. This fixed pod.spec missing GRPC probe, which caused pod updating failure. The package `k8s.io/component-base/metrics/prometheus/ratelimiter` was removed in the new version, we need to remove it from vip-controller.

This bumps client-go to
0.26.15, this version support Kubernetes from1.23.xto1.28.x, see: compatibility-matrix.The package component-base/metrics/prometheus/ratelimiter was removed from upstream, so I removed it in vip-controller. It is safe to do this since we donot need to perform ratelimit, the rate is not so high.
