This PR adds support for restic tagging through k8up, our baas provider. As this feature is not yet confirmed to be working within k8up, this PR should not be merged until that functionality is available, tested, and confirmed to be working as expected.

This functionality was waiting on the implementation and testing of the tagging functionality within k8up: k8up-io/k8up#78 .

Since I've not personally tested this functionality, this code definitely isn't ready for merging.
