Problem
In DAR-2347, we introduced optional non-scaling import & export flows for NifTI annotations. However, there we only introduced changes that allow control over the scaling behaviour of CLI-initiated annotation imports, not through the SDK, such as this type of flow

This PR introduces the same control in SDK-initiated annotation imports
