Allow StackBlitz repro links in bug reports on GitHub #64935

What?

This change will prevent GitHub actions from auto-closing bug reports that supply a StackBlitz repro link.

Why?

I was sad that my carefully crafted repro was rejected when GitHub actions summarily closed #64933

How?

Allowlist it.

Fixes #64934

Allow CI Workflow Run

  • approve CI run for commit: b383e22

Note: this should only be enabled once the PR is ready to go and can only be enabled by a maintainer

Note that I deliberately did not update the READMEs. The intent of this PR is to allow StackBlitz repros; not to solicit them.
