Significantly reduce the negative penalties applied to scanning. The …

…observed behavior of the system before was that scanning would become very significantly negative (<-50 score) during normal reading/skimming behavior, which would make it very difficult to enter scanning mode unless the user skipped very large portions of the text. If this commit makes scanning mode too easy to trigger, we should fix it by reducing the positive bonuses, not increasing the maluses.
