I believe that the correct translation of 'captions' is 'скрити субтитри'. In any case there should be no mention of deaf people.
Somebody tipped me off about 'аудио описание' which too is acceptable and could be easier to understand by the Bulgarian layman :)

Passive participle should be used for 'captions off' as with 'subtitles off'.

Here 'излъчването' should be replaced with 'потока'. Stream != broadcast
