How to debug plugin

Hello! 👋
I'm experiencing a very weird issue with a plugin and I would appreciate some help on how to debug. I use vite-plugin-svgr to convert imported svg files to React components. Overall it works just fine but in two files I get the error message "No loader is configured for ".svg" files". I'm completely stuck as of why this is happening. The files doesn't differ in any other way than that they are placed in different sub folders of src.
Any ideas how to figure out why the plugin doesn't work in those cases?

I can't share the repo nor have I managed to make a simple reproduction. However this is the plugin config:

I've tested the plugin and couldn't really get any more info, the troublesome files are excluded. However it at least pushed me in a direction so that I can somewhat conclude this is an issue with circular dependencies so I'll put it as an accepted answer. But if anyone else has suggestions please share!
