Describe the bug
@ppbaena discovered that the filtering tab is being hidden in some cases when it should not.

To Reproduce
Add a new repo and try to set a filter.

  1. OCI repository --> the tab will appear
  2. Helm repo --> the tap will disappear

Expected behavior
The filtering tap should be rendered if the plugin===HELM, regardless of the storage type.
