By the name, the desire for it to be global seems implicit, but we might as well make it explicit that this is not to be customizable per-origin while carving out space for it to be customizable per-profile/mode.

Thanks for filing a PR, but I don't believe that this change is correct. The name "global" comes from its legal roots, it means that it can apply everywhere but not that it has to be consistent everywhere. It is perfectly permissible for UAs to choose to make exceptions, or to have some kind of rule system to apply it selectively and differently per origin. The important part is the automation.
